As of June 17, 2022 has only had 3 fire drills and 1 lock down. Has not practiced lock down procedures AFTER we had a safety officer and teacher assaulted with a knife. Both had to receive hospital care. Has denied union representation to staff, does not have a clear system of protocols in place so that staff knows where to go and whom to go to when an emergency arises. Egregious habit of providing parents and teachers with last minute field trip as well cancellations. In short, POOR COMMUNICATION with staff and parents.
This principal took the top school in the district and ran it into the ground. Harasses staff, especially consultation committee members. Tries to pin staff against each other. Incidents not properly reported in OORS. Observation reports not written up in advance. One fire drill in the annex building all year (and that happened in May!). The list goes on!!!
Since the start of her time as principal, the safety, behavior, organization, communication, academics, and respect within the school have decreased dramatically.
I could write a novel. Mrs. Noboa started at the school two years ago. She has been accused of verbal assault, intimidation, retaliation, and has several grievances against her. Last year she moved 23 teachers to different grades and made 40 teachers move rooms in her FIRST year. She is disliked by parents and students, as there is little/no communication regarding anything happening in the school until the day before. The parents are extremely concerned as there are fist fights every day at recess, yet she is NEVER present during lunch or recess, nor are any of the other 2 administrators. This year we have been on national news two times, for a student bringing a pellet gun, and for the stabbing of a teacher and security guard. She blatantly lied to the news and stated students were NOT in the building and they were. We all hid in closets praying for our lives. She has had 2 fire drills and no practice lockdowns this year, and has had none after the stabbing incident. The superintendent is aware of everything going on as she is single-handedly destroying the school to the point that over 100 students are leaving the school to transfer elsewhere. I am hoping she is removed so the students in the community can enjoy the school experience at PS 69 again soon. Many seasoned highly effective/effective staff are leaving this year, and several have been on leaves for acute anxiety and depression resulting from her treatment of the staff. She gives no eye contact, does not greet parents or students, and refuses to do the pledge or morning announcements, which exacerbates the daily confusion. She furnished her office with over $10,000 in new furniture and I have received NO supplies this year at all. It’s truly despicable and totally disheartening.
Upon entering her principalship Ms. Roach was hostile did not give staff eye contact and upended all of the curriculum of the school without providing professional development. She did not approach the staffing a collaborative way to find out what worked at the school and what changes needed to be made. She refused to offer consultation meetings with the UFT and her poor planning led to teachers not being observed within the appropriate manner. Her poor communications led to parent outrage. There was no handbook given and she is often wrong in what she puts in place as it goes against the contract many times. She retaliates against teachers who politely ask questions or oppose her in a professional way. She doesn’t say hello nor give eye contact. She has created a hostile and distrustful environment in two years where teachers previously had been so revered that 69 was the top elementary school in the district.When she is absent no one is aware. She has cultivated an unsafe school to which violent incidents have taken place due to her negligence. A student brought a paintball gun to school, and other brought a knife to school. The latter student was given an in school suspension by sitting in another class on the same grade. There was a stabbing incident in which a security guard and a teacher were harmed. The principal was at home. Teachers at this school have never felt unsafe at P.S 69. She has ruined the legacy of this institution. Her disrespect and lack of communication has led to a mass exodus of educators who had no intent of leaving the school community.
As a parent of a child in this school, I agree with the accusations that have been made .I have had ties to P.S. 69X for over 10 years. I see this school crumbling right before my eyes . I am amazed that so many wonderful teachers have left since the start of this administration. I remember of a time that admin would greet children walking into school every morning. – That is long gone . During the pandemic, when so many families were having hardships Ms. Roach decided to change the uniform. Over a zoom call she told infuriated parents that surveys were sent home about the uniform input – that’s a lie. She said it was important to wear the same uniform “ that we are a community “- what she fails to realize is that before she entered we were already a community. Everything that was from the old administration was removed including the schools logo. Teachers have told me how stressful it is working under her.

I am a parent begging for someone to help save PS 69 in the Bronx. My two daughters are afraid to go to school because of the bullying, fights, lack of leadership and zero communication in that school. My babies do not even know who the principal IS !!!!!!! Horrible from what it once was ! Save PS 69!
Principal Noboa severely lacks skills in communication & leadership. She puts in no effort to get to know her students or staff, causing a great amount of disrespect & confusion in the school with such little communication. The space is unsafe for students as staff, as several violent incidents have occurred just in the past school year.
It’s sad that P.S 69 x is not what it used to be, thanks to Ms.Noboa. Her leadership is horrible . I no longer feel safe having my child attend this school. The school is unorganized, lack communication with parents is disservice to so many students. Mandated services on student IEP are not being prioritized, instead they try to scam You into thinking your child is being serviced when they are not. The amount of teachers that have left since she started at P.S.69 is disgraceful. It’s interest that they have children partaking in SEL classes as focusing on emotional health but in the background the leader Ms. Noboa is causing so much anguish that her staff is leaving.
Ms. Noboa if you are reading this, take time and reflect on your year, think about how you can better leader and supporter to the families and staff you work with. You could really learn a lot from your staff, especially the ones that could have been your teacher 30 years ago as a little girl.
1 year later, nothing has changed. Just worst for all. Mrs. Roach never is at the school. Her leadership is a disaster. No parent can ever talk to her. If it was not for Mrs. Melado and the other assistant the school would be closing.
