Question: Why are observations used as a form of punishment?
 
Our Answer:
   In terms of general managerial procedures, supervisors use performance evaluations as a way of playing “gotcha” with subordinates whom they don’t like. The book Teachers on Trial by Prof. James A. Gross states, on page 69, “Another pernicious subjective influence appearing in 3020-a incompetency cases has been termed the ‘I’m-out-to-get-you’ evaluation.”
